EPA Finalizes Extension of 2025
Greenhouse Gas Reporting Deadline
The U.S. Environmental Protection Agency (EPA) issued a final rule extending the Greenhouse Gas Reporting Program (GHGRP) deadline for Reporting Year (RY) 2025. Effective February 27, 2026, the deadline for submitting annual greenhouse gas (GHG) reports is moved from March 31, 2026, to October 30, 2026. This is the only portion of the September 2025 proposal that EPA is finalizing at this time.
Purpose of the Deadline Extension
EPA received significant public feedback on its September 16, 2025 proposal, which sought to rescind or suspend reporting obligations for 46 GHGRP source categories. Many commenters raised concerns about the uncertainty surrounding reporting expectations for RY2025.
To provide clarity and ensure regulated entities have sufficient time to prepare their submissions, EPA is finalizing only the deadline extension while continuing to evaluate the broader proposed changes. All other elements of the proposal remain under review and will be addressed in future final actions.
What This Final Rule Changes
Finalized
- The reporting deadline for Reporting Year 2025 is now October 30, 2026.
- This applies to all facilities and suppliers currently required to report under the GHGRP.
Not Finalized
EPA is not taking final action on any other part of the September 2025 proposal, including:
- The proposed permanent removal of reporting obligations for 46 source categories beginning after RY2024.
- The proposed elimination of reporting for the natural gas distribution segment of Subpart W after RY2024.
- The proposed suspension of reporting for the remaining nine Subpart W segments until RY2034.
- The previously proposed extension of the 2026 reporting deadline for all 47 categories to June 10, 2026.
These items remain proposed only and will be addressed in one or more future rulemakings.
