What is Hazard Communication?

The OSHA Hazard Communication Standard (HCS), 29 CFR 1910.1200, requires employers to implement a Hazard Communication Program whenever employees may be exposed to hazardous chemicals in the workplace. Each employer must develop, implement, and maintain a written Hazard Communication Plan that includes provisions for:

    • Chemical container labeling
    • Collection and accessibility of Safety Data Sheets (SDS)
    • Exposure control strategies and safe work practices
    • Employee training and hazard awareness

The purpose is to ensure employees are informed about the chemical hazards in their workplace, and can use, handle, and dispose of these materials safely. Some partial exemptions include operations, such as laboratories or warehouses, where employees only handle chemicals in sealed containers. There are also certain substances and operations that are not covered under HazCom, including:

    • Hazardous waste regulated by RCRA
    • Tobacco products
    • Wood products, including untreated lumber
    • Food, drugs, and cosmetics intended for personal use
    • Consumer products used in the same manner as normal consumer use

A complete HazCom program includes:

    1. Written Plan – Outlines responsibilities, procedures, and compliance framework
    2. Chemical Inventory – An up-to-date list of all hazardous chemicals on-site
    3. SDS Management – Collection, organization, and accessibility of Safety Data Sheets
    4. Labeling Protocols – Compliant labels for shipped and workplace containers, including pictograms and hazard statements

    6. Program Evaluation – Ongoing review and updates to keep the program effective and compliant

Steps to Effective HazCom Program Development

The process for developing and maintain a compliant HazCom program follows:

    1. Learn the Hazard Communication Standard (HCS) & Assign Responsible Staff
    2. Prepare and Implement a Written HazCom Program
      1. Indicate how HazCom will be addressed in your facility
      2. Prepare list or inventory of all hazardous chemicals in workspace
    3. Ensure Containers are Properly Labeled
    4. Maintain Safety Data Sheets (SDS)
      1. Maintain safety data sheets (SDS) for each hazardous chemical in workplace
      2. Ensure that safety data sheets are readily accessible to employees
    5. Inform and Train Employees
      1. Train employees on hazardous chemicals in their work area before initial assignment
      2. Include requirements of HazCom standards, hazardous aspects of chemicals, appropriate protective measures, and where to obtain additional health support
